In the past 40 years of reform and opening up, under the correct leadership of the Party Central Committee and the State Council, and with the joint efforts of the industry, China's electronic information manufacturing industry has achieved steady development, its innovation capability has been greatly improved, the ecological system has been gradually improved, structural adjustment has achieved remarkable results, and transformation and upgrading have accelerated. 

In the past 40 years of reform and opening up, under the correct leadership of the Party Central Committee and the State Council, and with the joint efforts of the industry, China's electronic information manufacturing industry has achieved steady development, its innovation capability has been greatly improved, the ecological system has been gradually improved, structural adjustment has achieved remarkable results, and transformation and upgrading have accelerated. Deepening has laid a solid foundation for the construction of a strong country and a network-strength country, and its leading role in supporting economic and social development has been fully highlighted. Against the background of the acceleration of the global scientific and technological revolution, we must seize strategic opportunities, accurately grasp the new requirements for the high-quality development of the electronic information industry in the new era, and push the comprehensive competitiveness of the industry to a new level to meet the people's yearning for a better life.

Significant achievements in the development of the electronic information industry

The scale of the industry continues to expand. In 2017, the income from the main business of China's above-scale electronic information manufacturing industry reached 10.55 trillion yuan, 14 times more than the 736.327 billion yuan in 2000; the total profit reached 544 billion yuan, more than 10 times the 49.8 billion yuan in 2000; The added value of electronic information manufacturing industry accounted for 7.7% of the added value of industrial enterprises above designated size. In 2017, China's mobile phone, computer, color TV, integrated circuit and other major products output reached 1.9 billion, 307 million, 172 million and 156.5 billion, respectively, mobile phone, computer, color TV production accounted for 90% of global production, 90 % and more than 70%; the production scale of all links in the photovoltaic industry chain has been more than 50% globally for many years, ranking first in the world; mainland China's display panel shipment area reached 69 million square meters, ranking first in the world.

Key technologies continue to make breakthroughs. Driven by the building of innovative capabilities, China's electronic information technology research and development capabilities continue to improve, and scientific and technological achievements. The "Shenwei·Taihu Light" supercomputer has repeatedly ranked the top 500 supercomputers in the world. A breakthrough in the development of optical quantum computers, the development of the world's first optical quantum computer prototype beyond the early classic computer. 3D NAND flash chip development has made important breakthroughs. The advanced design capability of integrated circuits was introduced to 7 nanometers, and the mainstream design level reached 16/14 nanometers. The production capacity of 32/28 nanometer chip manufacturing process was further expanded, and important progress was made in 16/14 nanometer process research and development. In terms of new display, several high-generation LCD panel production lines have been completed and put into production. The competitiveness of key enterprises has been further consolidated. In 2017, China's top 100 electronic information companies achieved a total profit of 224.9 billion yuan, with an average profit margin of 6.4%, 0.9 percentage points higher than the industry average. The proportion of R&D investment in enterprises continued to rise. The R&D investment of the top 100 enterprises totaled 219.4 billion yuan, keeping pace with the growth rate of income; the average R&D investment intensity reached 6.3%, exceeding the industry average by more than 2 percentage points. The development of leading enterprises has achieved remarkable results. Hisilicon and Ziguang Zhan Rui in the field of integrated circuits are ranked as the seventh and tenth largest chip design companies in the world; SMIC and Huahong Group have become the fifth and ninth largest chip manufacturers in the world; Electric Technology, Tongfu Microelectronics, Tianshui Huatian ranked third, sixth and seventh in the world in the packaging and testing industry; in the new display field, BOE has ranked first in the world; in the field of communication equipment, Huawei and ZTE respectively Ranked among the world's first and fourth largest operators of network equipment vendors; in the computer field, Lenovo, Inspur and Zhongke Shuguang ranked among the top 500 in the world's top 500 list; in the field of smart phones, Huawei, OPPO and Xiaomi are among the global smartphones. The top five cargo volume; in the field of color TV, Hisense, TCL, Skyworth LCD TV shipments ranked the top five in the world.

The patents and standardization results are fruitful. After decades of development, patents and standardization in the field of electronic information have achieved remarkable results and played a significant supporting role in the development of the information industry. In 2017, among the top 10 enterprises in China's invention patents, the top 100 electronic information companies still occupy half of the country. In the Patent Cooperation Agreement (PCT) international patent filing enterprise rankings, Huawei and ZTE occupied the top two in the global ranking with 4024 and 2965 international patents respectively. BOE has accumulated more than 60,000 patents and has been listed in the US commercial patent database IFI Top 50 for two consecutive years. Huaxing Optoelectronics also successfully entered the IFI Top 50 in 2017. Standards around key areas such as integrated circuits, 5G, artificial intelligence, Internet of Things, and key components have effectively filled the gap in the market, vigorously promoted industrial transformation and upgrading, and promoted the global competitiveness of the industry. By the end of 2018, the total number of current electronic information standards was 4223, including 1978 national standards and 2245 industry standards. A relatively complete electronic information standard system has been established.

Foreign trade and open cooperation have continued to deepen. Under the guidance of the opening up policy, China's electronic information industry has always promoted development through openness, promoted win-win cooperation through cooperation, gradually improved the business rules in line with international standards, implemented foreign investment facilitation policy measures, and attracted Intel, Qualcomm, Hewlett-Packard, Leading companies such as Dell, Sony, Apple, and Samsung have invested in China. At the same time, Chinese enterprises have accelerated the pace of “going out”. Huawei, Lenovo, Hisense, TCL, Tianquan, Longji, Dajiang and other independent brands have actively carried out global distribution and their international influence has been increasing. Since the launch of the “Belt and Road Initiative” initiative, China's electronic information field has actively promoted the development of communication systems, terminals and solar photovoltaics, and established multi-level and multi-channel communication and cooperation mechanisms. With the continuous expansion of the level of openness, China's import and export of electronic information products has grown steadily. In 2017, the export delivery value reached 756.2 billion US dollars, accounting for 41.4% of the industrial export delivery value above designated size.

Promote the transformation and development of electronic information industry in an all-round way

Strengthen top-level design planning and optimize the industrial development environment. Focus on the key points of industrial development, promote the introduction of targeted policy measures, and ensure the healthy development of the industry through comprehensive measures. The "Electronic Information Industry Adjustment and Revitalization Plan" and "Information Industry Development Guide" were issued to scientifically guide the information industry to develop steadily. The "13th Five-Year Plan for the Construction of the Technical Standard System for Electronic Information Industry" will be compiled to effectively play the role of standards in standardizing and leading the development of the industry. In-depth implementation of the "National Integrated Circuit Industry Development Promotion Outline" to promote the development of integrated circuit industry. Formulate "Guiding Opinions on Accelerating Brand Building in China's Color TV Industry" and "Guiding Opinions on Accelerating Brand Building in China's Mobile Phone Industry" and other documents to promote the integration and innovation of the consumer electronics field. Research and support the direction and path of China's 5G high-frequency components industry development. Formulate and publish the "Three-Year Action Plan for New Display Industry Beyond Development (2018-2020)" and "Smart Photovoltaic Industry Development Action Plan (2018-2020)" to guide the healthy development of the new display industry and photovoltaic industry.

Strengthen the building of innovative capabilities and enhance the level of collaborative innovation. Strengthen the coordinated development of basic software and hardware, and achieve breakthroughs in group innovation. Guide and support the construction of national manufacturing innovation centers for printing and flexible displays, information optoelectronics, integrated circuits and smart sensors, and promote the development of advanced technologies and common technologies. Promote the implementation of communication and display industry chain supporting capacity improvement projects, promote the upstream and downstream cooperation of the industry chain and improve the overall capacity, and accelerate the pace of localization of the communication industry chain.

Continue to optimize the industrial structure and foster new kinetic energy for industrial development. Closely integrate the development situation of the industry, promote the vigorous development of new formats, new models and new applications, and continuously optimize the industrial structure. Guide and support traditional consumer electronics industries such as mobile phones, color TVs, and computers to accelerate network and intelligent transformation and upgrading, and continuously improve the quality of industry development.

Promote industrial integration and development, and carry out in-depth application demonstration construction. Support the industrialization and application of low-power wide-area NB-IoT technology products, promote the application of NB-IoT technology in transportation and urban management, and provide basic support for social livelihood applications and smart city construction. Promote the construction of six smart cars and smart transportation demonstration zones, study and put forward the construction standards of demonstration zones, strengthen the construction of automotive electronics alliances, and put forward the development focus of automotive intelligent computing architecture. Facing the fields of smart families, smart health and old-age care, we have carried out in-depth application demonstration construction, created 9 national digital home application demonstration industry bases, promoted industrial agglomeration development, carried out pilot demonstration work of smart health and old-age care applications, and created a number of smart health pension model enterprises. Demonstration streets (townships) and demonstration bases explored the formation of typical development models and successful experiences.

Promote the promotion of standards in key areas and cultivate awareness of intellectual property rights in the industry. Vigorously promote the comprehensive standardization of lithium-ion batteries, solar photovoltaic, and semiconductor lighting, and gradually build a smart photovoltaic technology standard system from smart photovoltaic products and test methods, intelligent production and evaluation to intelligent operation and maintenance of photovoltaic systems. Promote standardization work in key areas of emerging industries such as smart hardware, virtual/augmented reality, smart home, and 5G key components. We will implement the work arrangements and requirements of the State Council's “Deep Implementation of the National Intellectual Property Strategy Action Plan (2014-2020)”, and jointly carry out the intellectual property rights classroom activities of the electronic information industry with the State Intellectual Property Office. By holding the “Intellectual Property Classroom”, we will guide relevant industrial organizations to continue to pool resources, encourage enterprises to attach importance to and promote intellectual property work, and promote the continuous improvement of the industry's respect, protection and use of the intellectual property environment.

Promote the development of electronic information industry to a new level

Standing on the historical starting point of the 40th anniversary of reform and opening up, we should take the guidance of Xi Jinping’s new era of socialism with Chinese characteristics and the spirit of the 19th Party Congress, fully implement the work arrangements of the Party Central Committee and the State Council, and adhere to the new development concept to build a manufacturing power. Strengthen the construction of public service platforms, and vigorously promote the demonstration of smart cars and smart transportation applications based on broadband mobile internet. Continue to carry out pilot demonstrations of smart health and old-age care applications, and support the promotion and application of ultra-high-definition video and virtual reality technology products.

The fourth is to cultivate new kinetic energy for industrial development. Consolidate basic industries such as electronic materials, core components, and key equipment to provide strong support and security for new kinetic energy. Guided by 5G, intelligent manufacturing, and consumer electronics transformation and upgrading, we will focus on promoting soft and hard convergence, manufacturing and service integration, network and product integration, and creating an emerging growth pole for the industry. Explore the application of new computing technologies such as neuron computing and quantum computing. Expand the development space of emerging industries such as ultra-high definition video, virtual reality, smart home, and smart photovoltaic.

The fifth is to deepen international exchanges and cooperation. We will continue to expand the opening up, implement foreign investment facilitation policies and measures, and continue to optimize the foreign investment environment. Adhere to mutual benefit and win-win, expand the diversified interactive cooperation space in the field of electronic information, strengthen international R&D cooperation in key areas, accelerate the international production capacity and application cooperation process, and promote the advantageous industries such as smart photovoltaics to accelerate the layout in the “Belt and Road” countries and form domestic and foreign innovations.
